6. Proposing the members of the panel of experts

The Academic Commission of the PhD program must make a proposal for seven specialist PhD graduates in the subject area of the thesis or in an area related to it. This proposal will be presented before the PhD student carries out the procedure for enrolment in the defence of his or her PhD thesis, and it will be accompanied by a report reasoning the suitability of each and every one of the members proposed for making up the panel of experts to assess the PhD Thesis.

No more than two members of the PhD student’s university or centre may make up part of the panel of experts. A member may not form part of the adjudicating panel if he or she complies with any of the abstention criteria set out in article 28 of the Law 30/1992 of the 26the November.

The teachers belonging to the university teaching body may form part of the panel of experts for PhD theses even though they may be on leave of absence, retired, participating in special services or in the commission of services. In the latter case, they will be considered as belonging to the university to which they are providing services at that time.

The PhD Commission of the UPM could request complementary information to evaluate the suitability of the proposed candidates if that available in considered incomplete. The acceptance of the members proposed to make up the panel of experts must be set out in the student’s records.
