The European Road Transport System (RTS) can only achieve its guiding objective to become 50% more efficient in 2030 when the expectations, demands and behaviour of the user are acknowledged. As the principle actor of a well functioning RTS, the user involves the individual passenger, driver, motorist, bicyclist and pedestrian as well as the professional users shipping goods and cargo. The consideration of road user behaviour and his expectations is nothing new. It has been the subject of transport planning activities from the very beginning. But, since the society becomes more diverse, the road user behaviour and expectations have changed to more complex patterns which affect the perceived quality of transport supply.
