Compensatory measures are intended to offset the negative environmental effects generated by projects affecting areas in the Nature 2000 Network1, and must be applied before the start of project construction. This article aims to show some of the compensatory measures for Spanish road projects that have been used under the framework of art. 6 of Directive 92/43/EEC, known as the Habitats Directive. So far the implementation of these measures has been very uneven, due largely to the absence of clear criteria and a lack of willingness by the public organizations responsible for their implementation. Furthermore, the tools and concepts in place are overly simplistic and not sufficiently clear to enable the compensation measures to be effectively appliedy the (EUROPARC, 2003). | |
