With a global budget of 50.5 billion euros for the 2007-2013 period, the 7th Framework Programme for Research and Development is now a central tool of the European policy for Research in comparison with the 17.5 billion euros for the 6th Framework Programme. On the European stage, it represents an important and very often essential stake to conduct research and development works, to transfer technologies and to contribute to the economic and scientific dynamism at an regional and international level. However, to have an access to the European Research programmes, the stakeholders are required high skills in european project management. Now, structures such as Universities or Research centers do not always have the resources or the strategies which enable them to support effectively the Research stakeholders for their European programmes. On their side, the researchers have to renounce implementing, essentially for financial and expertise reasons, the scientific networks they establish. So, they are penalized by a weak visibility regarding the European Commission and, as a consequence, regarding their potential European partners for the 7th Framework Programme or Innovation and Competitiveness Programme projects. The ELIARE NETWORK SUDOE project, whose lead partner is Limousin Regional Council, aims at implementing a Research and Innovation stakeholders network at a South West Europe scale (6 South West Regions of France, Portugal and Spain), with the objective of exchanging and capitalizing good practices regarding the support to the initiators of European Research (7th FP) and Innovation and Competitiveness (CIP) projects. The purpose of this network is to create the conditions of a wider participation of SUDOE Research stakeholders to these programmes by gathering a critic mass of scientific and administrative skills. For its implementation, 2 axis will be followed: the development of SUDOE area scientific networks and the share of experiences on policies of support to researchers. Four themes are concerned: Information and Communication Technologies, Materials, Environment and Health.
