| The latest reform of the Common Agricultural Policy (CAP) introduces a new instrument, the green payment, to deal with the environmental impacts of the EU agriculture. The new measures set in place from January 2015 state that eligible farmers will receive 30% of the national direct payments envelope provided they are compliant with three ?greening? measures, aimed at preserving and increasing crop diversification, permanent grassland and ecological focus areas. Direct payments are designed at the European level but Members States are able to decide in many options for implementing them. The objective of this paper is to analyse the environmental and economic impacts of the application of the green payment in Ireland and Spain up to 2020. The purpose is to assess how different is the impact of greening measures depending upon how direct payments are applied and the distinguished types of farming where these measures are put into practice. Results show positive but little impacts of the greening measures both on the environment and on the economy. Furthermore, there are large differences in the impact at regional level in Republic of Ireland and Spain. These differences appear to be motivated by the diverse structures in the regional agricultural sector and due to dissimilar types of farming. | |
