Transforming to Preserve. An Inquiry into the Complexity of Heritage Values in Modern Social Housing: Hortaleza¿s UVA, Madrid

The preservation of heritage values and its compatibility with current demands represent an unavoidable challenge for cities like Madrid, where social housing played a prominent role during the 20th century. In this context, Hortaleza¿s UVA (Higueras, Miró, Cabrera, Crespi, Espinosa, Weber, 1963) may be the most recognized housing estate of the period, acknowledged by Kahn and Le Corbusier as the most humane proposal presented at the 10th UIA Congress (Buenos Aires, 1969). Refusing the temporary character of UVA¿s program, this project embodied a deep inquiry on housing types and an innovative urban scheme that constitute a vital part of Madrid¿s modern legacy. Public authorities are currently engaged in a renovation plan for the whole area, which opens the debate on how to assure its preservation related to conceptual values and beyond a simple question of physical appearance. Hence, this article brings to light a series of unpublished projects by two of the original authors (Higueras and Miró, 2005-09) that confronted Hortaleza¿s UVA renewal with both ambition and realism. Even if implying extensive alterations, these proposals share a series of "intangible" values that aspire to achieve a respectful transformation of the whole. Instead of assessing the quality of each proposal or praising the final solution as an exemplary model of intervention, a critical comparison of the different projects will disclose both the major lines of change assumed by the architects and the intangible values from the original design that they refused to relinquish. These projects are thus seen as a coherent yet ramified whole, an ensemble of thought from the original authors facing the transformation of their own masterpiece. Ultimately, this research tries to unveil what is invariant within the variable, being aware that many of these invariants (not only architectural but also urban) are not easily measurable and tend to escape from traditional protection procedures.
