This paper proposes a model to assess the achievement of smart cities objectives through the development of key performance indicators (KPIs). The model aims to measure how the level of compliance of a Smart City is, that is, how it approaches or moves away from the desirable objectives that municipal managers intend to achieve through the implementation of smart solutions or services. In addition, the model takes into account that not all aspects of the city are equally relevant, so it weighs the different indicators with some weights obtained through a Delphi panel consulted with more than fifty experts in municipal management. In this way, it will be possible to obtain a global value of compliance with the objectives set by an intelligent city. | |
