| Based on discussions during the 9th UPP meeting in Paris (5th of June 2018), the Urban Poverty Partnership has decided to hire an external expert to support the partners in the elaboration of a survey about Urban Poverty Observatories in Europe, and the collection and analysis of its results, and asked Ecorys, which will establish a contract with the selected expert, to draft a job description and terms of reference for the identification and engagement of the selected individual, team or institution, based on their CV and expertise The external expert should have demonstrable experience in the area of Urban Poverty Observatories and urban regeneration policies in relation to the thematic priorities identified by the partnership. In addition, the contractor should demonstrate writing and reporting skills,proficiency in English language and a record of publications of articles, reports and policydocuments in the thematic areas covered by the partnership. Tasks: _The expert will prepare and design a survey about the contents, scope and methodology of the Urban Poverty Observatories in Europe, which has to be validated by the partnership. _The coordinators of the partnership ? CGET (France) and PPS Social Integration (Belgium) will provide the contact details of the persons to which the contractor will have to send the survey (all contact details will be collected by 09 November. _The Sub-consultant will collect the answers of the survey from the different countries and will elaborate a report about the contents, scope and methodology of the Urban Poverty Observatories in Europe. _The final report will also include a common base (methodology, style of reporting the results,?) that can serve as a good practice for other observatories. This first contact between the coordinators of the partnership and the UDG-members (who will provide the contact details of the Urban Poverty Observatories) as well as the results from the survey will also provide us with a mapping of the existing Urban Poverty Observatories in Europe. (The final report is due on the 31st of December 2018) _The expert will work in coordination with the Working Group leaders and partnership coordinators of this action, and will respond to Ecorys for the correct execution of the contract and agreed tasks. The European Commission will arbitrate and moderate any dispute and disagreement between the expert and the partnership | |
