The southeast coast of Spain is characterized by the irregularity and shortage of water, and by the frequent fluvial, pluvial and coastal flood events. Besides, the recent increase of population has made more difficult the application of a flooding management policy in this area. This paper exposes the strategy defined in this area after the occurrence of the Tous flood event that took place in 1982 as result of the combination of several circumstances. This phenomenon, with different magnitude, is very frequent during the autumn season in the southeast of Spain and is known as ¿gota fria¿ (cold drop). This flood event had as consequences the loss of human lives, and numerous material damages. After this event, several measures were taken. Some of them lead to solve the direct flood damages, and other ones for the future protection of the area. Nevertheless, the most important measure taken after the Tous flood event was the implementation of a system for the forecasting and the alarm (SAIH) in case of new flood events. | |
