| RB¿s Taxation and Finance Committee covers financial planning and financing necessary to meet transportation needs of all modes, including sources of revenue, allocation of costs among users and nonusers, pricing policies, needs studies, economic and social effects of taxes and subsidy programs, intergovernmental financial arrangements and responsibilities for transportation, and accounting and fiscal management of transportation funds. The approximately 200 standing committees of TRB's Technical Activities Division are organized into 11 Groups. Six of the Groups, which house some 150 committees, address various functional components of transportation, with a major focus on highways. Each of the remaining five Groups concentrate primarily on a specific mode such as public transportation, rail, marine, aviation, and freight systems. The combined functional and modal structure creates the synergy among the groups to make it possible for TRB's Technical Activities Division Committees to address a wide variety of specific and cross-cutting transportation research issues. | |
