| This paper compares four potential transportation policies (involving technological improvements and increased costs of car usage) for reducing emissions using a comprehensive evaluation framework that takes into account how each policy, or combination of policies, affects impacts in the long-term such as modal split, trip length, trip time and annual vehicle travel. This evaluation framework is an integrated methodology developed to facilitate the analysis of complex systems characterized by a large number of mobility, economical and environmental parameters. The study uses a land-use and transportation interaction model (LUTI model) and an optimization routine to explore the possible impact of implementing four different policy instruments in a specific urban area. These strategies have been used in order to assess, first, their contribution to climate change and air quality; and second, their effectiveness under different future scenarios. Various scenarios relating to several measures are considered. The model is applied to the Madrid Region, and the results are then analyzed. The findings show that car users are highly sensitive to fuel pricing, and that this has a much greater effect than any other type of measure. They also show that technological improvements in the vehicle fleet are insufficient to reduce CO2 emissions levels, although they do contribute to a reduction in NOx emissions by improving engine performance. The implementation of local measures fulfills local objectives; however, they may negatively impact on the indicators for other areas. TRB | |
