Empowerment evaluation is being applied in a rural development project to promote leadership among rural women artisans in Puno (Peru). They are developing their skills to become the leaders of their own development and transform their craft activities into a successful and sustainable business. The case study demonstrates how empowerment evaluation is a useful tool to promote capacity building in rural areas and help programs achieve their goals. The rural project and the evaluation were guided by the empowerment evaluation principles of improvement, inclusion, democratic participation, and capacity building, as well as a respect for community knowledge, community ownership, and accountability. | |
