This paper reviews the use of economic instruments in irrigated agriculture in Europe. The implementation of the Water Framework Directive (WFD) encourages the use of economic instruments, the application of the ¿polluter pays¿ principle and the goal of cost recovery of water services. The paper also reviews current systems of pricing water for irrigation in the main European countries and the level of cost recovery in the farm sector; additionally, a review of publications regarding impact of water pricing in irrigation is presented. The EU Water Framework Directive will profoundly change the basis for setting irrigation water pricing policies in the 25 EU member states. The implications of implementing WFD will depend on the evaluation of the costs of the water serviced to agriculture, and the proportion of costs that is eventually imposed on the irrigators' final charges. | |
