The Internet enabled the rise of new technologies and new players that have developed services capable of using the global connectivity offered by the Network. Along with other factors, its global scope has led to a new process of technological and market convergence. This convergence has cast doubt on the current regulatory framework's ability to sufficiently protect user rights and safeguard fair competition among the several players providing services in this new environment.
