Towards improved building inspection and diagnosis in Spain

Building maintenance and renovation works contribute to meet the European climate and goals. Only in Spain there are more than 860 million square metres of floor area according to the Spanish land registry. This building stock should be subject to periodic maintenance and eventual repair and renovation works. In most cases such renovation will require an adequate and effective building inspection and diagnosis. This paper is based on the premise that new tools and technologies can enhance the process of inspection, diagnosis and repair of the building stock. Potential improvements include the optimization of the maintenance processes, execution deadlines, economic costs, environmental control and health and safety related issues. Laying on this premise, the aim of this study is to present the Delphi consultation designed to explore the views of construction agents on priorities and needs on building inspection and diagnosis. The work is framed by the ROBIM project, a four-year project (2017-2020) funded by the Spanish Centre for the Development of Industrial Technology (CDTI) through ERDF funds via the CIEN strategic programme. The consortium is composed of six private companies and five universities and research centres, with expertise in building construction, robotic solutions, building information modelling and sustainability issues. The Delphi technique is a method to gather expert opinions in relation to a specific theme. It enables the collection of controlled opinion feedback of interviewees, provides interviewees the opportunity for reassessment of their first judgement and ultimately achieves group consensus, via a series of questionnaires. The developed online questionnaire includes closed questions as well as statements to be rated on a 5-point Likert-type scale in terms of importance. The statements will be ranked using mean scores. Two rounds of questioning are expected to reach group consensus. The design of the Delphi consultation included the identification of stakeholders and the selection of relevant technical (including security), environmental, economic, social and policy themes. Regarding the selected stakeholders, five main groups of expertise were identified: building maintenance, building inspection and diagnosis, building renovation, social (e.g. users) and stakeholders in the real estate business. Agents were selected considering the Spanish law 38/1999 on building management, and additional stakeholders were also identified along the life cycle of the building. Regarding the formulation of themes, these were in line with the the EU Energy Efficiency Directive (2012/27/UE) and the related Spanish long term strategy for the energy renovation in the building construction sector. The identification of the top ranked statements will help to better direct the investigation within the ROBIM project.
