Counterfactual analysis has been recommended to assess ex-post impacts of the European Rural Development Programmes over recent years. However, a lack of data limited its application for the ex-post evaluations of the 2000-2006 programmes. This paper examines the progress of counterfactual analysis use for estimating socioeconomic impacts in the ex-post evaluations 2007-2013. Our main finding is that counterfactual approaches have contributed to improve estimations of ex-post socioeconomic impacts, although impacts estimated remains limited to evaluate rural policy at EU level. The use of more accurate counterfactual approaches, together with the observed improvements in data availability, may contribute to improve further evaluations. | |
