COP22calledforpoliticalcommitmenttocombatclimatechangebyusinglow-carbonenergysources.TheEuropeanCommissionrecognisesthatindustrialanddomesticsectorshavethepossibilityofconsumingtheirownelectricity,duetothelevelofdevelopmentandinnovationofmostMemberStates. Theriseinelectricityprices,togetherwiththedecreaseinthecostofrenewablegenerationtechnologies,resultsinestimationsforeseeinguptoa75%increaseoftheself-consumptionrateinEuropeanhouseholds. However,thelackofregulationonthisissueatEuropeanlevelhasderivedindifferentregulationsbeingapprovedacrossMemberStates.InSpain,RoyalDecree900/2015hasbeenconsideredtoorestrictive,inthesenseofprecludingthefinancialfeasibilityofself-sumptionsystems?deployment,whereasotherEuropeancountrieswithpoorerrenewableenergyresourcesareexperiencingahighergrowthinthisfield.
