The concept of development has been frequently used in recent decades to replace the term progress. Rural development in the global economy is understood as a complex process that is usually associated to specific policies when applying for financial support for countries in need. This chapter is proposed to emphasize that the rural communities? aid system in developing countries did not fulfill its intended purpose. It is a problem of resources, but not only economic resources. It is necessary to innovate on the models that have been previously applied: they are old and there is a sense of ? tiredness? in developed countries that do not wish to keep donating funds with such scarce results. This problem could be addressed through the use of a planning model that has worked in the less developed and most isolated areas of the European Union: the Leader Community Initiative. Where is the success of this innovative and entrepreneurial model? The authors of these pages do not naively think that here they can find the ?philosopher?s stone? to solve such complex problems, but that there are elements that can be easily adapted and a different way of working is suggested. | |
