In recent years, Colombia has faced forced displacement, destruction of social capital and the indiscriminate felling of forests in regions affected by illicit crops. The presence of illegal armed groups is strengthened by the income received from illegal activity. Despite the fight against illicit crops in Colombia over a number of years, the problem still persists and has not disappeared. This chapter presents a planning model for Alternative Development in rural communities affected by the illegal economy. The proposed model is designed from the experience obtained in the region of La Macarena, Colombia, it is based on Policy Analysis and Social Learning models, replacing the traditional Social Reform models implemented by Governments in these types of actions. We have analyzed the experience developed in La Macarena, and we present the conceptual basis of the intervention model. | |
