| How well do policies directed toward the water, energy, food, environment (WEFE) nexus work together to support a resource efficient and low-carbon Europe? This article presents policy coherence analysis for the case of Andalusia. Stakeholders were engaged in identifying the WEFE-nexus challenges and policy objectives. Based on their assessment, 32 crucial policy objectives were identified. Pairs of policy objectives were then compared and ranked with a scoring matrix. Generally, we find that synergies between pairs of policy objectives far exceed conflicts. Specifically, the most relevant synergistic objective is ?enhance resource efficiency and climate?. This objective is affected and affects all other objectives within the nexus. If it is pursued correctly, it could trigger positive and synergistic effects in the whole WEFE-nexus in Andalusia. Regarding trade-offs, we find that energy saving objectives are contrasting with modernization goals of irrigation systems and water regeneration and desalinization due to higher energy requirements. Finally, we suggest to involve WEFE stakeholders in defining nexus challenges and policy objectives, as bottom-up views are essential for effective policy-coherence analysis and policy making in the nexus. | |
