Free Flow Interoperable Toll Highway Concessions in Santiago de Chile: Lessons Learned after Fifteen years

At the beginning of year 2000, the city of Santiago was undergoing large congestion problems in its urban area. In order to face them, the government decided to promote an urban toll highway program taking advantage of the concession Law that had been successfully implemented for interurban roads. The scheme was challenging and innovative for several reasons. It was the first full network of toll highway concessions ever implemented in an urban area in the world. The toll system was defined fully freeflow and interoperable across all the concessions, requiring a complex enforcement mechanism to be effective. Finally, the concessions were structured to be mostly funded by the users through tolls, with most of the construction, operation and revenue risks transferred to the private sector. Even though previous research works have already studied specific issues of the program, an overall analysis of the performance of the highways throughout the years is still missing. Based on the literature review, the information provided by different statistical sources and a set of interviews with key stakeholders, four aspects worth to be studied were selected: the performance of the interoperability system, the business outcome for the concessionaires, the contractual changes that came up over the years, and the perception of the users and the general public. On the basis of the results, the paper comes up with a set of conclusions and policy recommendations that may be useful for future experiences.
