Teaching evaluation of development and cooperation programs in an international setting

This paper is based on the experience in teaching a course focused on evaluation of development and cooperation programs in the International Master Program in Rural/Local Development funded by the Commission of the European Union under its Erasmus Mundus Program. The students of this evaluation course are professionals working in development and cooperation around the world; and the course goal is to provide an introduction into the evaluation theory and practice, as well as some practical evaluation tools. In this session I would like to encourage some discussion regarding: the challenge to design the course contents for a rather heterogeneous group of students; the use of the on¿line part of the course before the arrival of the students to Madrid; different ways to take into account the cultural and ethnical differences; or the use of participatory techniques for engaging the students, skill¿building, making important points, or grading. The goal of this paper is to shed some light on some issues regarding the teaching of evaluation theory and practice in an international setting, specially a teaching focused on evaluation of development and cooperation programs. In this setting the students expectations and training are rather heterogeneous. Some of them have some experience in evaluation practice but most of them don¿t; they come from very different university studies; they have been trained in very different topics; they come from very different backgrounds and cultures. All of that makes the fulfilment of the different students¿ expectations very challenging. This session is designed to encourage some discussion regarding this challenge; the selection of evaluation topics in the course; the use of the on¿line part of the evaluation course before the arrival of the students to the Master classes in Madrid; the methodologies to be taught for the evaluation of development programs; the use of different ways and techniques to take into account the cultural and ethnical differences, engage the students, build practical skills among the students, or even grade the students. In all, how to make a good course useful for professionals that will come back to work in their development and cooperation projects.
