This paper presents a platform for digital democracy (PARTICIPA) which is flexible, extensible, secure and standards-based, the objective of which is to foster citizen participation by providing efficient solutions to the problems posed by these platforms. The web-service based architecture is presented, as are a number of applications for which it is intended, with special emphasis on the orchestration through BPEL of the Web services developed to support the operations of these applications. In like manner, to demonstrate the viability of the platform, a brief summary is provided of the tools used to implement it and its services, with two specific examples given of the implementation of operations to create a discussion forum and to publish a message on it. In PARTICIPA, treatment of information security merits special attention, providing a solution to the main problems of anonymity, confidentiality and lack of confidence in the system. | |
