Many family farming and indigenous communities depend on grazing livestock activities and are particularly prone to drought risks. Vulnerability to drought limits the ability of these households to exit poverty and in many cases leads to environmental degradation. These facts highlight the need for risk management tools to evaluate and mitigate the adverse impacts of drought. Drought risk requires effective management and new technologies, like remote sensing offer an innovative tool for evaluation. In this paper, we focus on mapping drought vulnerability for that allow for a spatial analysis of the phenomenon, systemic risk assessment and define homogeneous areas of exposure to drought risk. A database of a satellite based vegetation index is used together with other physical, social and economic data to characterize drought vulnerability maps and analyze the potential of index insurance to address the risk of drought in Chilean grazing lands. To assess the systemic risk is proposed to use the copulas method for incorporating non-linear structures in the correlation of probability distributions. Our results suggest that vulnerability maps are useful tools for defining homogeneous areas and reveal significant geographical pattern and important regional differences. The definition of homogeneous areas is key issue in the design of index based insurance because may render a double dividend reducing the basis risk at the farm level and the systemic risk faced by the insurer. | |
