Abstract: The latest reform of the Common Agricultural Policy (CAP) introduces a new instrument, the green payment, to deal with the environmental impacts of the EU agriculture. The green measures include crop diversification, maintaining permanent grasslands and introduction of ecological focus areas. The objective of this paper is to analyse the environmental and economic impacts of the implementation of these three measures in the particular case of Spain up to 2020. The use of the agro-economic model CAPRI allows simultaneous analysis of agricultural markets at the global level and CAP measures at the regional and even farm type level within Spain. The analysis is based on four scenarios that represent the application of the green measures as proposed in the regulations (crop diversification, permanent grassland, ecological focus areas, and all measures). | |
