| Catastrophes are today a severe issue in Italian urban planning. This thesis is thought as a critic to current emergency planning?s model, both in his theoretical approach and in his technical development. The goal is to move the tool?s focus from an emergency-based vision to another hinged on an awareness of territorial risk.
