Floor water inrush represents a kind of geological hazardous that can pose a significant threat to safe operations in the mining process. Its occurrence is controlled by so many factors and its processes are generally not amenable to mathematical expressions. Therefore the risk assessment of floor water inrush recently becomes more and more important. In this study, by means of the rock engineering systems and by considering the water yield property of aquifer, the aquifer pressure, the aquifuge thickness, the aquifuge strength, the depth of coal seam, the fault density and the water source recharge as the seven main parameters relating to floor water inrush. We develop a new systematic approach for evaluating the floor water inrush index (range between 0 and 100). Such index will enable us to understand the risk degree of floor water inrush in coal mines. Through using the developed assessment approach to conduct a case study in Liyazhuang coal mine, the assessment results show that our developed method can clearly get a water inrush safety map for the entire mining district, and such map will suggest us which part of the mining region has the high risk of floor water inrush and which part is risk free, this will help engineers to take effective measures to prevent water inrush occurrence before mining or excavating in those regions where the water inrush likelihood is high.
