Over the last thirty years the professional practice of evaluation has gradually generated a culture that has become part of the implementation and management of public policies in Europe. Rural areas, with little tradition of evaluation, have been most challenged by the introduction of evaluation activities. This paper analyses the influence of these activities in three local programs and partnerships created in the rural areas of Madrid under the European LEADER initiative, whose aim it is to encourage rural development at the local level. The results reveal a number of change processes in the culture, attitudes and actions of the rural communities. They show the capacity of evaluation to foster community empowerment and provide an example of how the expansion of evaluation culture at the local level may translate into one of continuous improvement that favours the empowerment and community development in their local areas. | |
